Job Description :
The Public Health Engineer is a member of the PSU and the focal point to provide support on technical and engineering issues related to planning, design and implementation of IUWM program, in Mulbagal town. The PHE is expected to provide inputs on portfolios related to water supply, sanitation, storm water drains, namely, surveys, studies, analysis, engineering design, execution / implementation, preparation of action plans, obtaining sanctions etc. These tasks would be performed in association with IUWM respective partners and stakeholders (at the town, district, and ward/sector level and other donor representative team members) to achieve committed results and consolidating IUWM efforts.
Duties & Responsibilities:
• The person will report to the PSU, Programme Co-ordinator.
• Provide technical support and facilitate the entire IUWM processes / projects undertaken by various partners, including Mulbagal TMC; participate, co-ordinate and support all activities – from gathering data, surveys, prioritization, engineering design, estimation, preparation of tender documents, resolving bottlenecks, meetings etc.
• Regularly monitor program progress by collecting and analysing data
• Work closely with TMC Mulbagal and PSU Co-ordinator in defining training programmes pertaining to IUWM.
• Provide Arghyam and other partners all information pertaining to all engineering aspects.
• Co-ordinate with the larger resource group, other IUWM partners and the documentation team.
• Should work closely, liaison with and update the local Government agencies, programme partners, NGOs, town / regional level programme support agencies in taking the initiative forward
• Periodically support the preparation of progress reports for various purposes.
• All other tasks on a mutually agreed basis from time to time.

Desired Candidate Profile :
Requirements:
• Bachelor’s / Master’s in Public Health / Water Supply Engineering / Civil Engineering from a reputed institution. Any other higher qualification is a plus.
Post Location – Mulbagal town, close to Bangalore
• Strong interest and understanding of the urban water and sanitation sector is essential; experienced candidates worked with Government supported / aided projects preferred.
• Strong technical experience with a proven track record of at least 5 years in executing mid-to-large projects. We are looking for someone with field level experience in – corporate or institutional or consultancy.
• Should have an understanding of the processes involved in working with Government Departments.
• Ability to co-ordinate and get multiple groups and partners, particularly with Government agencies / Departments / non-governmental groups to work towards a common goal.
• Working knowledge of GIS and other engineering / planning software essential.
• Willingness to stay and work at Mulbagal
• Excellent analytical, written and oral communication skills in English and Kannada mandatory. A lot of travel in and around Mulbagal envisaged.

Arghyam is looking for a dynamic individual to join the Project Support Unit (PSU) team as Public Health Engineer (PHE) in Integrated Urban Water Management (IUWM) Programme in Mulbagal, Karnataka.
Arghyam is a not-for-profit Public Charitable Trust working in the water sector in India. Arghyam’s vision is “Enough water, safe water….always and for all”. Arghyam focuses on programs that address lack of equitable access to water, in a sustainable manner, amongst all citizens, through partnerships and grants (www.arghyam.org). We are a small, diverse team comprising individuals who have come together sharing the same dream and passion for making a difference to the people of India. The core members have had decades of experience in running projects in the not-for-profit, corporate and Government settings.
One of the programmes under Urban Water Initiative is to develop a Practical Framework for IUWM tying together water resources, water supplies, storm water management, sanitation and underground drainage & waste water treatment as well as governance systems. The framework and associated toolkits is envisioned as a guide to manage urban water at various levels, with emphasis on simple and practical steps to achieve equity and sustainability. It will draw on existing best practices and will be experimentally validated through pilots in small towns.
Arghyam in association with many partners is facilitating the IUWM pilot programme in Mulbagal, Kolar District, Karnataka. A PSU is set up in the TMC Mulbagal office in Mulbagal. We are currently looking for a Public Health / Water Supply Engineer for the PSU to take ownership and co-ordinate engineering related aspects in Mulbagal. The position is full-time based in Mulbagal, initially for a period of 2 years.
